Distretto33 presents the conference"Urban Planning, from Chaos to Energy,"which will take place on Thursday, February 26, starting at 2:30 p.m., at the Gaia Panina Auditorium, located at The Hive in MIND Village.

The conference will be divided into three sessions:

The first session, "Construction at a crossroads, between stagnation and recovery," led by attorney Enrica Caon of the Vis Legis Law Firm, will address

  • Construction Sites at a Standstill in Milan: Scenarios of Crisis and Business Risk.
  • Regulatory Chaos: Interpretative Uncertainties and Blocking of Building Permits.
  • Prospects for Reform: Is the New Consolidated Building Act the Solution?
  • Litigation: Suspension of Works, Nullity of Contracts, Liability for Unfinished or Defective Works: the application of general rules on non-performance

The second session will focus on the past and future of urban planning law. Urban architect Stefano Casagrande and architect Luigi Fregoni, urban planner and Head of Area 5 Territorial Planning, Municipality
of Rho, will discuss:

  • Law 1150/1942, or what remains of it?
  • Critical issues that have recently emerged: divergence of regional laws following the reform of Title V of the Constitution, inconsistencies with Presidential Decree 380.
  • Procedures, the real problem, and calculation parameters, at the root of the evil?
  • Proposals in progress or possible: the INU proposal. The proposal for a Consolidated Building Act and the bill delegating the Government to rewrite a new text.

In the third session, "Milan, urban, territorial, and environmental planning," architect Giorgio Ciarallo of ReForma s.r.l., supported by Angela Panzera, OAM councilor with responsibility for "energy and environmental sustainability," will address:

  • Marking the path: "sampling" and activation of pilot projects for energy, landscape, and territorial redevelopment.
  • Possible new units of measurement and new indices.
  • A participatory urban landscape: implementation.

The conference will conclude with a presentation of the D33 technical legal urban planning office, led by the President of DISTRETTO33, Dario Ferrari, lawyer Enrica Caon, and architect Stefano Casagrande.
